Building a scalable Business Intelligence environment for PŚO

Polski Światłowód Otwarty is a leading wholesale-only operator offering all retail operators, i.e. companies providing Internet services directly to end customers, open, non-discriminatory access to the broadband network in Poland. In 2023, as a result of the acquisition of UPC Polska's network infrastructure, PŚO became the owner of an access network reaching over 3.7 million households in Poland at that time (currently over 4.1 million).

The dynamic development of the network, driven both by its organic expansion and modernization, as well as strategic acquisitions and the need for data consolidation, has created challenges in the area of reporting and data analytics, especially for the Commercial Department, which is responsible for key operational and sales indicators.

Project objective: Following the merger of UPC Polska and Play, there was a need to integrate data from multiple heterogeneous source systems. The Commercial Department needed a centralized, daily updated report presenting key operational and sales indicators, which would allow for ongoing monitoring of budget implementation, management decision-making, and elimination of manual, time-consuming data processing.

Scope of work

Key actions:

  1. Building a dedicated, multi-layered data model using Google Cloud Dataform, including data acquisition, cleansing, transformation, and aggregation from multiple source systems. The process involved intensive workshops and consultations with the PŚO analytical and commercial team, detailed business and technical analysis of data sources, and implementation of a multi-layered data processing architecture in Dataform, covering the following stages: source (data acquisition), staging (cleaning), intermediate (advanced transformations), marts (thematic models), and reports (dedicated aggregations for reports).
  2. Implementation of a daily refreshed “Daily Operational Report” dashboard in Microsoft Power BI, with tabs tailored to the needs of the Commercial Department. The dashboard is based on an aggregated data model, prepared in the reports layer based on a multi-layer data model implemented in Google BigQuery.
  3. Joint clarification with the client of business logic, definitions of operational concepts, and definition and implementation of key metrics, KPIs, and indicators in line with the needs of the Commercial Department. The whole process was implemented in a data model and verified during intensive iterations with the client's team.
  4. Creating complete product documentation in Confluence, describing data modeling logic and indicator definitions, ensuring transparency and sustainability of project knowledge.
  5. Ensuring data refresh orchestration using Cloud Composer (Airflow), enabling stable and automatic data updates in reports using best practices for dependency management.

Results

Key results:

  • A centralized, daily refreshed data source for the Commercial Department, based on a reusable data model (including a key fact table containing data on operations and their characteristics), providing the foundation for current reports and future analytical initiatives.
  • Power BI dashboard enabling quick access to operational indicators.
  • Transparency and standardization of business metric definitions.
